Now, there is no pop-up box, it just gets displayed as a banner near the bottom of the screen. The new process is an absolute hassle for some, including the OP and myself. I changed the shortcut in C:\ProgramData\Microsoft\Windows\Start Menu\Programs and it works when starting Chrome from the start menu and taskbar. I did unpin then repin Chrome to my task bar.
